Clear, modern, customer-friendly rules encourage compliance. The Barnacle is proven to discourage repeat parking offenses, freeing up much needed parking spaces for downtown visitors. Downtown parking systems exist to support economic development, businesses, and visitors. Immobilization devices are necessary tools to assist in meeting this goal.
While considered in prior years, The Barnacle couldn't be implemented until system upgrades made real-time access to court and payment data possible. Today, Park Scranton can verify if a citation is already resolved — or in the process of being resolved through a magistrate — ensuring no one is immobilized unfairly.
The Barnacle will only be applied to vehicles that meet at least one of the following conditions:

Park Scranton operates and enforces parking Monday – Friday, 8:00 AM – 5:00 PM.
Park Scranton will only apply immobilization to vehicles during those enforcement hours, Monday – Friday, 8:00 AM – 5:00 PM, and will only be available to release vehicles during that same period.
Unfortunately, if you discover your vehicle has been immobilized outside of Park Scranton’s operating hours, you’ll have to wait until the operating hours resume for your vehicle to be released.
Park Scranton can only remove the Barnacle during regular business hours due to payment confirmation limitations. Citations must be paid, or on a payment plan, prior to the Barnacle being removed.
The Magistrate's office is open Monday through Friday, from 9 AM to 4 PM. Outside those hours, payment can’t be confirmed.
No. The Barnacle uses powerful suction but is designed to be gentle. It won’t damage your windshield, paint, or tires.
